Care Quality Commission

As an NHS Trust, NEAS is regulated by the Care Quality Commission (CQC)

This is to ensure we’re meeting all standards and providing safe, effective and responsive care for patients.

In April 2010, NEAS was fully registered with the CQC with no conditions applied. View the Certificate of Registration.

The CQC uses the following mechanisms to regulate providers:

  • Registering providers to operate services if they meet the standards of quality and safety.
  • Monitoring providers’ performance through inspections, data analysis, listening to patients about experiences of care and other checks.
  • Making unannounced inspections of services at least once a year and at any time in response to concerns.
  • Publishing what it finds, including performance ratings of services in England, to help people choose care.
  • Taking action, including enforcement, when they find services aren’t meeting the standards.

Inspection criteria

The government has published ‘Fundamental Standards’ regulations for all NHS Foundation Trusts to comply with (Health and Social Care Act 2008 (Regulated Activities) Regulations 2014).

In order to ensure that providers comply with the regulations, the CQC has developed the Key Lines of Enquiry (KLOE) which inspectors use during inspection:

  • Are they safe?
    Are they protected from abuse and avoidable harm.
  • Are they effective?
    Does people's care, treatment and support achieve good outcomes, promote a good quality of life and is it based on the best available evidence.
  • Are they caring?
    Do staff involve and treat people with compassion, kindness, dignity and respect.
  • Are they responsive to people’s needs? 
    Are services organised so that they meet people’s needs.
  • Are they well led?
    Does leadership, management and governance of the organisation assure the delivery of high-quality person-centred care, support learning and innovation, and promote an open and fair culture.
